Nanny State Dilemma: Felons or Head Start Volunteers?
Criminals and kids are never a good combination. But a News Station Investigation finds that’s what a local non-profit child care agency is bringing together.
Child Care Associates (CCA) operates 38 child care centers in Tarrant County. CCA helps low income families with childcare thanks to millions of your tax dollars and hundreds of volunteers in the national Head Start program. But just who is listed as volunteering to help these kids get a head start on life?
Among the volunteers FOX 4 discovered: a man convicted of family violence, a woman who served probation for aggravated assault with a deadly weapon, a woman charged with injuring a child, and a man convicted of drugs.
“Anyone can walk in there and volunteer,” a former employee told Fox 4. The employee worked for Child Care Associates for years.

Child Care Associates’ 2006 IRS 990 form shows [CEO] Whitcamp’s total compensation was $266,725.00. Whitcamp also confirmed having a country club membership, “in order to conduct company business,” paid for by Child Care Associates.
